The Delhi government is launching a new initiative to help entrepreneurs transform early-stage concepts into products that can succeed in the marketplace. Named the Go-Delhi Foundation, the proposed organisation will begin with a financial corpus of Rs 50 crore and focus on providing innovators with access to technical resources, expert guidance, and business development support.
The approval was granted during a Cabinet meeting led by Chief Minister Rekha Gupta. Details of the decision were shared by the Chief Minister’s Office on October 18, 2026.
With around 21,000 startups recognized by the Department for Promotion of Industry and Internal Trade (DPIIT), Delhi boasts a sizable pool of developing companies. Through the foundation, the government plans to help these ventures overcome early development hurdles, encourage investment, and expand opportunities for employment across the capital.
For many founders, developing a promising idea into a commercially successful product requires more than funding. Access to specialised equipment, technical expertise, testing facilities, and experienced mentors can also be essential.
The Go-Delhi Foundation is intended to bring these resources within easier reach of entrepreneurs. Its proposed support system will include product development services, prototyping facilities, laboratories, testing infrastructure, incubation programmes, and business advisory assistance.
Chief Minister Rekha Gupta has emphasised the importance of helping innovators navigate the practical difficulties involved in building products and introducing them to customers.
Support is expected to cover several stages of business development. Entrepreneurs could receive assistance while refining an initial concept, creating prototypes, evaluating product performance, preparing for certification, and planning their entry into the market.
By coordinating these services through a common platform, the initiative aims to reduce the time and effort founders spend searching for suitable facilities and professional support.
The Delhi government has approved Rs 50 crore as the foundation’s initial corpus. The allocation is intended to help establish a support network through which startups can access facilities, specialised knowledge, and institutional assistance.
Beyond helping individual businesses, the initiative is expected to contribute to the wider development of Delhi’s entrepreneurial landscape. Better access to development resources could help more founders move their ideas towards commercialisation, while stronger connections with investors may improve opportunities to secure private capital.
The government also expects the programme to contribute to enterprise creation and employment generation. Its overarching goal is to increase Delhi's accessibility for company owners looking to grow and develop their enterprises.
The foundation will also seek to build stronger links between entrepreneurs and public authorities.
Under the proposed arrangement, government departments will be able to identify operational problems and invite innovators to work on potential solutions. Startups could use their technical capabilities to develop products, tools, or technologies suited to these needs.
Solutions considered promising may be evaluated through pilot projects before authorities decide whether they are suitable for broader implementation.
This model could create opportunities for both startups and government agencies. Public departments would gain access to emerging technologies, while entrepreneurs would be able to assess their products in real-world settings and gather practical feedback.
Working with public institutions could also help founders understand the requirements of government users and identify potential customers for solutions developed through these collaborations.
The Go-Delhi Foundation will seek cooperation from industry participants, academic institutions, investors, and other organisations involved in innovation and entrepreneurship.
It is expected to adopt a hub-and-spoke structure, connecting existing facilities and partner institutions across Delhi instead of depending solely on infrastructure built specifically for the programme.
Making better use of resources already available through educational institutions, laboratories, businesses, and other organisations could help entrepreneurs reach the services they need.
These partnerships could also provide startups with access to technical specialists, research capabilities, commercial expertise, and potential sources of investment. Bringing these participants into a shared network is intended to strengthen the links between research, product development, and business growth.
The foundation represents a new step in the Delhi government's efforts to support innovation and business creation. By helping entrepreneurs access technical infrastructure and professional guidance, the programme aims to make the transition from an initial idea to a market-ready product more manageable.
With nearly 21,000 DPIIT-recognised startups in the capital, the government sees an opportunity to build closer connections among founders, researchers, businesses, investors, and public institutions.
According to Section 8 of the Companies Act of 2013, the Go-Delhi Foundation will be established as a non-profit organization. It will operate under the Department of Industries of the Delhi government.
The programme's impact will ultimately depend on how effectively it delivers practical assistance, connects founders with the right partners, and helps viable products find customers. Its ability to turn institutional resources into meaningful opportunities for entrepreneurs will be an important measure of its success.
Through the Rs 50 crore initiative, the Delhi government aims to create a stronger support system for innovators, encourage technology-led businesses, attract investment, and generate employment across the capital.
